The reason why my power feed was not working is because the lead screw support was broken. 
The replacement only cost $3.95

After taking off the carriage to replace the lead screw support I noticed a lot of metal chips stuck on the gears, and half nut. Then I saw a website where someone made a cover over the carriage gear (www.mini-lathe.com) and i followed the basic idea as what he did.
Instead of facing the metal gears so the gears do not stick out, I milled the plastic instead. It is not a pretty milling job because I did it by hand, but it worked

Here is the platic cover I am trying to fit over the carriage gear.

Here is a small problem I am having with the gear being a bit wider than the carriage so platic cover will not fit with out additional modification.

So what I did is milled off a little bit of platic from the cover so it will not rub against the gears.

The cover is held on with 2 screws on the bottom and it seems to be stonger enough.

I know you can not really see the cover in this picture but it is installed.
